Retaining RP and PRP Credentials

June 10, 2013 Report on the motion "that the Education Committee investigate the process by which units are required to apply for CEU credits, to give the committee the power to apply for the program if qualified, and to report at the next meeting."

This motion was adopted at the eNAP meeting on April 8, 2013.

Summary:

  • NAP units are not required to apply for CEU credits.
  • RPs and PRPs simply complete the worksheets and report each item for which they have earned points. The eNAP unit records may be useful in proving points if required.

Per NAP bylaws:

"To retain registered membership, the RP shall successfully complete within each six-year period continuing education units (CEUs) as provided in the policies of NAP" (Bylaw III.1.B.1.b)

"To retain professional registered membership, a PRP shall successfully complete, within each six-year period, a professional recertification course...and such other continuing education and professional service requirements as the NAP Board of Directors...may establish." (Bylaw III.1.B.2.b)

NAP Operating Policies and Procedures provide that:

"Professional registered members shall be required during each six (6) year period to successfully complete the professional recertification course and one hundred fifty (150) points in professional activities to retain professional registered membership." (5.4.02)

The NAP website section on Forms (http://parliamentarians.org/forms.php) has, under the "Materials for Continuing Education Units" heading:

  • Instructions for Earning CEUs - RPs
  • RP Continuing Education Unit Reporting Form

and under the "Materials for Professional Development Courses" heading:

  • PRC Point System Reporting Form
  • PRC Point System Reporting Worksheet

Per the "Registered Parliamentarian Continuing Education Unit Reporting Form":

  • Twenty (20) CEUs are required every six (6) years for certification renewal.
  • Participants will earn one CEU for each hour, calculated on quarterly time intervals.
  • Participants must be present for at least two-thirds of the entire session time in order to receive credit.
  • Instructors who present educational lessons may also claim CEUs.

Category VI of the CEU worksheet is for "Parliamentary Educational Workshops at the NAP Unit Level"

  • Units that meet electronically must be identified.
  • No more than 50% of the 20 required CEUs may be from educational lessons delivered via electronic methods.
  • List for each education program: Date/Time, Session Title, Presenter

Per the "PRC Point System Reporting Worksheet":

  • PRPs earn 3 points for each hour teaching parliamentary procedure at NAP units
  • PRPs earn 1 point per hour of parliamentary continuing education at a NAP unit workshop
  • PRPs earn 3 points per year served as unit officer, committee chairman or parliamentarian

Conclusion:

  • NAP units are not required to apply for CEU credits.
  • RPs and PRPs simply complete the worksheets and report each item for which they have earned points. The eNAP unit records may be useful in proving points if required.
